Flower Library, Watertown, NY Video Surveillance System

As funding and budgets become tighter, everyone must stretch a dollar. 
This business reality also applies to municipalities.

The City of Watertown allocated money in 2007 for a video surveillance system at the Library.  They earmarked additional funding for 2008. 

As the economy tightened and material costs climbed, budget cuts were needed. Funds for the Library’s surveillance cameras became jeopardized. 

Assistance was needed to help keep the project alive.  Wells creatively worked hand in hand with the Library Director and the City Purchasing Agent, to identify an attractive Return on Investment and refine the overall system solution. The project was saved. 

The project became a coordinated effort. The City purchased the system components, including a complete wiring diagram and system layout, through Wells Communications.  The City then arranged for Municipal Power Department electricians to install category 5 cables, cameras, and set up an area for the Network Video Recorder (NVR).  Wells Communications aimed and focused the cameras, optimized the recorder and trained the staff. 

Through this efficient use of qualified City employees, the Library even saved enough money to add more cameras. Then, one cost savings enables another. With four outside cameras to compliment the twenty five installed inside, the staff at the Library can now monitor activities with fewer employees.  Other benefits include reduced insurance and increased safety. 

As the system evolves, the Library hopes to have Watertown Police log onto a secure website to view the cameras remotely.

Who is Affected:

The FCC narrowbanding rules affect all operators of land mobile radios (LMR) that use channels between:

• 150 and 174 MHz
• 421 and 512 MHz

What will Happen

• Wideband LMR systems (i.e., two-way voice radio operating on the 25 kHz channel-widths that have been the standard for the last few decades) will experience increasing interference as other radio operators switch to narrowband channels that may overlap older wideband channels.
• As of January 1, 2011, all new radios sold in the US must be narrowband-capable – thus MY2011 radios/buses may not be able to communicate with wideband LMR systems.
• As of January 1, 2013, LMR systems still using wideband channels risk:
  • Loss of radio communications
  • Substantial FCC fines
  • Revocation of FCC licenses

Dear Maureen,

I would like to extend a sincere “Thank You” for guiding us in the right direction when we were inquiring about GPS systems and also for your devoted assistance during the purchase, installation and implementation of the (Networkfleet GPS-AVL Vehicle Management System).

We currently have (16) marked units equipped with this system and it is functioning well beyond our expectations.  I will include a few examples of the amenities this system provides.

1/ Dispatchers and also patrol officers (utilizing their in car computers) can view the location of all units at any time.

2/ Vehicle speed, fuel efficiency, Idle time, vehicle stops, vehicle detailed activity, etc. are reports that can be viewed at any time and recalled for previous (90) days.

3/ Vehicle tracking from current to previous (90) days has been very useful in determining where, when and for how long a vehicle was out at a determined location.

4/ Vehicle maintenance alerts that are e-mailed to our maintenance supervisor (this feature is fantastic – I have included copies of a few alerts for your review). Our maintenance people were astonished with how specific these alerts are. Extremely efficient preventative maintenance tool.

5/ Patrol officers utilize vehicle tracking when completing reports to determine call time, response time, on scene arrival time and time clear from scene.

In the short time we have utilized this system it is obvious it has been an extremely useful purchase. In the near future we will be adding two patrol units and five marine units to this system.
