  Saranac Lake Police Department Goes Wireless,
  with In–Car Video
Wells Communications is pleased to have partnered with Martel Digital, also in the industry for over 50 years, as their only reseller of in–car camera systems in the North East. Martel Digital’s military approved, touch screen units with hands–free wireless download capability, are deployed in over 50,000 vehicles.

With the help of Franklin County District Attorney, Derek Sprague, the Saranac Lake Police Department is growing the technology in their fleet of vehicles to include in–car cameras. Through the recent release of drug–forfeiture funds, SLPD Chief Bruce Nason is the first in the area outfit his police cruisers with our high–definition, rugged, wireless digital video systems. Not only does drug–forfeiture money mean that more drug traffickers are off the street, it means that drug–dealer’s money – rather than that of taxpayers – can be used for this necessary technology. More cameras equal more convictions.

The ability to pre–record incidents is a great benefit, offering managed accuracy of events. “You don’t realize how much goes on in 2–minutes until you pre–record”, states Chief Nason. The Martel Digital Enterceptor now offers a real–time live video streaming option for those situations that requires the PD directly to monitor activity in real–time. The benefits of in–car video are enormous. Officers soon discover so themselves. Citizen complaints are greatly diminished when you can review video and show someone how patient you really were, according to Chief Nason. “The cameras help you more than they hurt you”, he says, of recent successes with his first vehicle installation.

The Stimulus package includes funds to improve student achievement through the use of technology. $650 million is available through the Enhancing Education Through Technology (EETT) program. These funds will be distributed through a competitive grant process and many states have grant applications available now. States will also award a portion of these dollars through a formula process.

There is also a one-time appropriation of $48.6 billion for the State Fiscal Stabilization Fund (SFSF) program. These funds will be awarded to states by the U.S. Department of Education and can be used for a wide range of purposes including modernization, upgrades, and education technology. This program will deliver to states:

  • $39.8 billion in primary funding devoted to public early learning, K-12, and higher education. This amount is distributed by formula from the state to local education agencies and through a mechanism determined by the state to institutions of higher education.
  • $8.8 billion in discretionary funding for education (including school modernization), public safety, or other government services. Governors have wide latitude in deciding how to use and distribute these funds.

Situation: Increased security from port to city

The Green Bay Police Department wanted to increase security at the Port of Green Bay, as well as throughout the city, through an expandable video surveillance system that would enable them to easily deploy additional cameras as the need arose and funding became available. “From increased security at the Port to managing the crowds at our downtown festivals to keeping an eye on the bridges, we were looking for a cost effective solution that would provide full coverage,” says Lieutenant Paul Ebel, Green Bay Police.

Solution: Motorola Wireless Broadband Point-to-Multipoint

Green Bay Police implemented a Motorola Wireless Broadband Point-to-Multipoint system to establish a platform for a citywide video surveillance solution. The solution allows the police to enhance and extend its broadband wireless networks, adding “last mile connectivity” to facilitate delivery of video services, security surveillance, and high-speed broadband Internet access throughout the city. “I’ve worked with a lot of technologies,” says Jason Pedersen, Broadband Sales Engineer, Baycom. “With its advanced encryption and high rate of interference tolerance, the Motorola Wireless Broadband solution is more secure, more stable, easily expandable, and has the greatest capabilities.”

Result

With the wireless broadband infrastructure in place, adding remote locations or moving nomadic cameras is easy, allowing the city to cost effectively expand the original seven cameras to provide coverage of the entire Green Bay area. The police can also securely tap into the city’s water department surveillance system for additional coverage. The surveillance solution provides a mix of fixed and movable cameras and has enabled the police to speed response and situational awareness, increase productivity without staffing increase, and measurably reduce operational expense.
